Andrei Covatariu
Senior Fellow at the Atlantic Council
Andrei Covatariu is Brussels-based energy and climate change expert, focusing on the energy transition process and its geopolitical, economic, and social challenges. He holds multiple roles, working at the intersection of theoreticians (think tanks, academia) and practitioners (energy industry, international organizations, domestic goverments), engaging with both private and public stakeholders across Europe, the Middle East, and the United States. Andrei’s views and policy analyses are constantly published and cited in international media.
Andrei is a Nonresident Senior Fellow at the Atlantic Council, a Member of the Energy Advisory Committee at GLOBSEC, an Affiliate of the Middle East Institute, a Senior Research Associate at Energy Policy Group, and Director of Energy and Climate Mitigation at the Climate and Water Initiative, where he contributes to research and discussions on energy security, geopolitics, and the evolving regulatory and energy policy landscapes. He is also an Associate Lecturer at the Bucharest University of Economic Studies.
At the same time, Andrei is the Co-Chair of the Task Force on “Digitalization in Energy” and Vice-Chair of the Group of Experts on Energy Efficiency at the United Nations Economic Commission for Europe (UNECE) and also the Romanian Expert Member of the Nuclear Development Committee (NDC) at the Nuclear Energy Agency (NEA) of the OECD.
In 2025, he was selected as a Policy Leader Fellow at the European University Institute’s School of Transnational Governance, where he has investigated the evolving concept of energy security.
Andrei holds a bachelor’s and a master’s degree in nuclear engineering, a master’s degree in business administration, and a Master’s in Public Policy (MPP) from the Blavatnik School of Government, University of Oxford (St Antony’s College), where he also completed a summer project at the Belfer Center for Science and International Affairs, Harvard Kennedy School.
