Since 2000, the US has spent over $400 billion on security assistance, and the rest of NATO has collectively spent over $100 billion on training and equipping foreign militaries as well. For much of the last two decades, Western security
assistance emphasized the building up of security forces in weak states to conduct counterinsurgency and counterterrorism. However, as the US and the rest of NATO pivots towards preparations for conventional warfare and
large-scale combat operations, notions of integrated deterrence in the era of great power competition are causing Western militaries to shift their emphasis on how to increase the military effectiveness of security forces they arm and
advise. This presentation is based on fieldwork and over 500 interviews in Afghanistan, Iraq, Palestine, Ukraine, and various military bases around the world.

Lieutenant Colonel Jahara ‘FRANKY’ Matisek (PhD) is a Military Professor in the National Security Affairs department at the US Naval War College and Research Fellow at the European Resilience Initiative Center. He is a US Air Force Command Pilot with over 3,700 hours of flight time in the C-17, E-11 BACN, T-6, and T-53.  He has published 2 books and over 100 articles in peer-reviewed journals, policy relevant outlets, and edited volumes. He is Co-PI for two DOD Minerva research projects and has been a Fellow at the Homeland Defense Institute, Modern War Institute, and Irregular Warfare Initiative.

Senator Hansen will be discussing the successes of Colorado’s recent energy legislation in making the state a national leader in the clean energy transition. This includes recent bills from the 2022, 2023, and 2024 legislative sessions as  well as a preview of legislation being considered for the 2025 session, RTOs and the grid, and the overall transition to a clean energy system.

Senator Chris Hansen represents central and east Denver in the Colorado State Senate. He specializes in energy sector economics and data analytics, with 25 years of experience in the global energy industry. Prior to his work as an  elected official, he was Senior Director at IHS Markit (now S&P) where he led a global portfolio of energy products, events and partnerships and a Research Fellow at the Oxford Institute for Energy Studies, where he analyzed electricity
and gas sector reform in India. Dr. Hansen holds a BSc in Nuclear Engineering from Kansas State University; a Graduate Diploma of Civil Engineering from the University of the Witwatersrand, South Africa; a Master of Science in Engineering Systems from MIT; and a PhD in Economic Geography from Oxford University.

Please join the Payne Institute for Public Policy at the Colorado School of Mines as we welcome Dr. Maryam Golnaraghi, Director of Climate Change and Environment, The Geneva Association, presenting at virtual seminar titled Leveraging the Power of the Insurance Industry to Expedite Industrial Decarbonization on Friday, July 26, 2024.

Meeting global climate targets requires industries, including large carbon emitting industries such as steel, aluminum and aviation, to adopt a range of new technologies and processes that accelerate their decarbonisation. However, many such climate-related technologies remain in pre-commercialization stages, are capital intensive and are highly complex. They have untested risks, a wide range of challenges with scaling and market readiness, and scarcity of data for assessing insurability conditions. This webinar explores how to leverage the expertise of the Property and Casualty (P&C) insurance and reinsurance industry to frame risks, enhance insurability conditions and deliver a full suite of insurance solutions, all of which are critical for unlocking capital, expediting market readiness of these technologies and enabling their adoption by industrial sectors.

Maryam is the Director of Climate Change and Environment at The Geneva Association, the strategic international think tank of the insurance industry. From 2004 to 2014 Maryam served as the Chief of Disaster Risk Reduction at the United Nations’ World Meteorological Organization, where she headed up an international program and led climate and disaster risk management projects in over 40 countries. Before that she founded and served as the CEO of Climate Risk Solutions, Inc., a first-of-its-kind research and advisory firm delivering advanced climate risk analytics and risk management solutions. Maryam received a Ph.D. in Physical Oceanography and a M.Sc. in Applied Physics from Harvard University, and a B.Sc. in Chemical Engineering from Cornell University.

The growing demand for electric vehicles has increased the need to invest in critical mineral extraction and processing, yet mineral resources across the globe tend to be located in near proximity to Native lands and local, diverse communities who are often left out of decision-making processes. Without careful precautions, this increase in extraction could cause undue harm to local communities. To that end, effective and equitable engagement with local communities will be needed to reduce potential harms, compensate local communities for risks (including environmental, social, and economic), and reduce opposition delays.

Join Resources for the Future (RFF) on Thursday, June 6 for “Critical Minerals, Critical Stakeholders: Engaging Local Communities in Mineral Resource Collaboration,” as part of our Exposure 2024 Event Series on environmental justice. This webinar will cover issues such as what effective, meaningful, and equitable engagement looks like; challenges that often emerge in the engagement process; how to deal with competing community interests; the role for compensation agreements and how to best structure these; and opportunities that can arise from community engagement. The webinar will also cover policies that can be enacted to improve collaborative outcomes between communities and mining companies and discuss the role for research in this space.

Please join the Payne Institute for Public Policy at the Colorado School of Mines as we welcome Dan Arthur, President, ALL Consulting, presenting a virtual seminar titled A New Era: Permanent Plugging of Idle & Orphan Wells for Carbon Credits on Wednesday, June 12, 2024.

Plugging and abandoning oil & gas wells, whether idle/non-producing wells or orphan wells has entered a new era on many fronts. Today, there are several carbon registries that have developed detailed protocols to plug these wells to permanently eliminate methane emissions. Unlike past practices, emission measurement and quantification is critical, assuring that plugging and restoration activities are permanent is a priority, and there is significant scrutiny on all these practices to gain assurances that results can be trusted. This has spawned new procedures, new technologies, new plugging materials, and more. Mr. Arthur will discuss these and other related issues.

Dan Arthur is a founding member of ALL Consulting and has served as the company’s President & Chief Engineer since its inception in 1999. Prior to founding ALL Consulting, Mr. Arthur served as a Vice President of upstream energy services at a large international consulting engineering firm, served as an Enforcement Officer and National Expert for the U.S. Environmental Protection Agency (EPA), a drilling and operations engineer with an independent oil producer, and worked for an oilfield service company (Halliburton) in the mid-continent.
